　　一次油氣回收 是通過壓力平衡原理，將油罐車在卸油過程中揮發(fā)的油氣重新收集到油罐車內，并運回油庫，進行油氣回收處理。

　　三次油氣回收 是將加油站地下儲油罐內由于壓力過大而排放的油氣，通過冷凝、膜分離等方法，進行回收處理。

　　油氣回收裝置安裝情況《中華人民共和國大氣污染防治法》第四十七條明確規(guī)定，加油站應當按照國家有關規(guī)定安裝油氣回收裝置并保持正常使用。那什么是油氣回收裝置呢？油氣回收裝置包括卸油油氣回收系統(tǒng)（一次油氣回收）、加油油氣回收系統(tǒng)（二次油氣回收）以及三次油氣回收裝置（三次油氣回收）。油氣回收系統(tǒng)油氣回收在線監(jiān)測設備根據《上海市生態(tài)環(huán)境局、市經濟和信息化委、市交通委關于進一步加強本市油氣回收治理工作的通知》（滬環(huán)氣〔2019〕234號），年銷售汽油量≥2000噸的加油站應安裝油氣回收在線監(jiān)控設備，與生態(tài)環(huán)境部門聯(lián)網（上海市內加油站均應與上海市生態(tài)環(huán)境局聯(lián)網）。

According to the "Notice on Further Strengthening the Management of Oil and Gas Recovery in Shanghai" (Hu Huan Qi [2019] No. 234) issued by the Shanghai Ecology and Environment Bureau, Municipal Economic and Information Commission, and Municipal Transportation Commission, oil and gas recovery online monitoring equipment should be installed at refueling stations with an annual sales volume of ≥ 2000 tons of gasoline, and connected to the ecological environment department (all gas stations in Shanghai should be connected to the Shanghai Ecology and Environment Bureau).

　　驗收監(jiān)測關于工況驗收監(jiān)測應當在確保主體工程調試工況穩(wěn)定、環(huán)境保護設施運行正常的情況下進行，并如實記錄監(jiān)測時的實際工況。建議在驗收監(jiān)測期間保持正常的工況。若國家和地方有關污染物排放標準或者行業(yè)驗收技術規(guī)范對工況和生產負荷另有規(guī)定的，按其規(guī)定執(zhí)行。關于驗收監(jiān)測內容主要監(jiān)測項目包括：油氣回收系統(tǒng)（液阻、密閉性、氣液比、密閉點位泄漏檢測值、處理裝置排放濃度、在線監(jiān)測系統(tǒng)校準和數(shù)據比對）、廠界廢氣、廠區(qū)內廢氣、廠界噪聲，以及其他環(huán)評及審批部門要求的監(jiān)測內容。加油站廢氣通常為油氣，一般采用非甲烷總烴作為油氣排放控制項目。關于監(jiān)測頻次油氣回收系統(tǒng)監(jiān)測項目：

　　Acceptance monitoring of working conditions should be carried out under the condition of ensuring stable commissioning conditions of the main project and normal operation of environmental protection facilities, and the actual working conditions during monitoring should be truthfully recorded. It is recommended to maintain normal operating conditions during the acceptance monitoring period. If the national and local pollutant emission standards or industry acceptance technical specifications have other provisions on working conditions and production loads, they shall be implemented in accordance with their provisions. The main monitoring items for acceptance monitoring include: oil and gas recovery system (liquid resistance, airtightness, gas-liquid ratio, leakage detection values at sealed points, treatment device emission concentration, online monitoring system calibration and data comparison), factory boundary exhaust gas, factory internal exhaust gas, factory boundary noise, and other monitoring contents required by environmental impact assessment and approval departments. Gas station exhaust gas is usually oil and gas, and non methane total hydrocarbons are generally used as oil and gas emission control projects. Regarding the monitoring frequency of oil and gas recovery system monitoring projects:

　　2這些節(jié)點需要注意：1若項目涉及變動，判斷是否屬于重大變動，具體判定見取得環(huán)評審批意見后，項目變動了，我該怎么辦？2應在調試期前取得排污許可證或排污登記回執(zhí)。3進入調試期后，方能開展驗收監(jiān)測。

　　驗收期限是指自建設項目環(huán)境保護設施竣工之日起至建設單位向社會公開驗收報告之日止的時間。除需要取得排污許可證的水和大氣污染防治設施外，其他環(huán)境保護設施的驗收期限一般不超過3個月；需要對該類環(huán)境保護設施進行調試或者整改的，驗收期限可以適當延期，但最長不超過 12 個月。

　　The acceptance period refers to the time from the completion of the environmental protection facilities of the construction project to the date when the construction unit publicly releases the acceptance report to the society.
